Call to Artists: Alley Public Art Project



ST. PAUL TOMORROW ALLEY PUBLIC ART PROJECT

Request for Proposals


St. Paul Tomorrow, Inc. seeks proposals for its Alley Public Art Project. Artists are invited to submit applications for an opportunity to display works of art in downtown St. Paul. The works of art should reflect St. Paul’s character, such as its natural assets and identity as an outdoor recreation destination.


Proposal deadline is April 11, 2022. Art panels will have to be completed and ready to hang before May 31, 2022.


ARTIST ELIGIBILITY

Any artist or team of artists with legal status to work in the United States may submit a proposal without preference to racial or ethnic origins, gender, sexual orientation, religious affiliation, or disability. Artists must be 18 years of age or older to submit a proposal. However, team members may be under the age of 18 years.


PROJECT DESCRIPTION

A public art space will be created in the alley between the Western Front Hotel and Giovanni’s Restaurant.


Art should be on detachable panels that will hang on two exterior brick walls. There are three sections to be covered. The dimensions are as follows: one section of 8’X10’ and two sections of 4’X9’. One of the 4’X9’ sections will need some modification due to wiring (see photos).


DESCRIPTION OF PHYSICAL LOCATION (see photos)

• Alley.

• Unpainted brick walls.

• Section 1: 8 feet by 10 feet

• Section 2: 4 feet by 9 feet

• Section 3: 4 feet by 9 feet (with some adjustments in consideration of wiring)


It is strongly recommended that applicants visit the site at any time on their own.


PROJECT CONSIDERATIONS

• Use materials of the highest quality, designed for outdoors use, durability, and low maintenance.

• Complete project within the specified period and within approved budget.

• Art should be inviting and attractive for public viewing by people of all ages.

BUDGET

St. Paul Tomorrow has no suggested budget. However, the artist’s proposed budget will be a significant consideration in the final selection process. Budget should be inclusive of all costs associated with the mural, including, but not limited to, artist design fee, materials, installation labor, travel to and from the site, project documentation, insurance, contingency to cover unexpected expenses, and any other costs related to the art project.


SELECTION PROCESS AND CRITERIA

A selection committee has been assembled for this project, which will review all completed proposals and up to three semifinalists will be invited for an interview.

The following criteria will be used in the selection process:

• Submittal of all requirements as outlined in the RFP.

• Proven ability to create distinctive artwork as exhibited by past work.

• Quality/durability of product as exhibited by past work.

• Originality, creativity, and uniqueness.

• Artist proven ability to complete work on time and within budget.

• Experience with projects of similar scale and scope.


Applications should contain a proposal for all three sections. However, it is possible that more than one artist will be selected. Artist(s) with the winning proposals will be notified no later than April 23.


OWNERSHIP

Artist will retain the ownership of design ideas submitted for consideration until a selection has been made and a contract signed between the artist and St. Paul Tomorrow, Inc. Artist will be represented as the sole author of the Work for each section chosen and that all services are original by artist and not copied in whole or in part from any other work.


St. Paul Tomorrow, Inc. reserves the right to accept or reject, in whole or in part, any and all proposals received in response to this Request for Proposal and to conduct discussions with any or all qualified companies or artists in any manner necessary to serve the best interests of the project.


The Request for Proposal creates no obligation on the part of St. Paul Tomorrow, Inc. to award a contract.
